From Energetic Performance Diagnosis tests in houses

and VET practices to NEW training and career

Context

 

in France  :

In Midi-Pyrénées particularly, the building activity generates an annual turnover of over 7 billion Euros, tax not included. 63% deal with new building; more than half is
made by craftsmen. More than 60 000 jobs in around 23 000 structures are concerned as well as 8000 young trainees including 4000 apprentices.

The environmental impact of building is significant: out of the 13.1 million tons of CO2 released in 2005, 31% came from the residential and tertiary industries
(OREMIP sources). This also represents 45% of the final energy consumption. In Midi-Pyrénées, 55% of the dwellings were built before 1975, i.e. before the first
thermal regulation was set.

On a national scale, this sector is also the first energy consumer. This is the reason why the 'Grenelle Law' plans compulsory regulation with the obligation to meet
Low Consumption Building Label (50kWhPE/sq.m per year) for the construction of all public and tertiary buildings as soon as the end of 2010 and for the totality of all
buildings at the end of 2012. This means that within two to four years, it will be compulsory to conceive and build, exclusively, twice-less-consuming buildings than the
ones that are built today. Moreover, according to this bill all new buildings should be positive energy buildings from 2020 on.

Apart from these new standards on new building on a national scale, the aim targeted by the State is to reduce the whole existing building energy consumption by at least 38% by 2020.

This means an activity of 7 to 10 billion Euros a year requiring 15 000 more professionals every year for 12 years. This would represent 7000 to 10 000 jobs in Midi-
Pyrénées.

Technical and Vocational school 'Louis Vicat' is a small school set in a rural area. Its team wishes to become actor on the territory. They wish to think on a global
scale and act on a local scale and propose to be coordinator in the project.

The achievement of Energetic Performance Diagnosis tests is a subject taught for B.Tech Higher National Diploma to our Heating and Cooling classes.

This project can also be useful for an adult vocational training course or for people interested in creating a business dealing with real estate technical diagnosis.

In Finland :

  • new regulations and legislation
  • compulsory 'energy certificate' on real estate from 2009 onwards
  • now measurements going on for energy certificate
  • thermo camera should be purchased to the school and made use in learning situations
  • cooperation in renewable energy development with Lahti University of Applied Science in initiative of 'Intelligent Europe' including investments and continuing
    education and training.


   

In Bulgaria :

In Belgium :

The requirements towards the energy-efficient characteristics of the buildings in Bulgaria have become stronger during the last 20 years. The contemporary Bulgarian
legislation and norms of design and erection of buildings correspond to the European Directives and good practices and are issued in Regulation N18 of the Ministry
of Economy and Energy and the Ministry of Regional development and Public Work dated on 12.11.2004 and Regulation N7 dated on 15.12.2004 for the heatpreservation
and energy-economy in the buildings.

The energy efficiency depends on many and different factors. Most of them are consequent from the characteristic features of the initial project. This can be applied
either to the newly-built construction or to the older constructions that are renovated in order to increase their energy efficiency. The new building or the renovation
should be based on projects developed by experts in the field of energy efficiency.

The certification of buildings aims to review their technical situation and to evaluate their parameters correspondence to the acting legislation in the field of energyefficiency
This activity is exposed to the requirements of Regulation N18/12.11.2004 for the energetic parameters of the buildings, Regulation N19/12.11.2004 for the
energy efficiency certification of the constructions and Regulation N21/12.11.2004 for the study of energy efficiency of constructions. Each construction could be
certified in accordance with these regulations but certification is obligatory only for state and public buildings whose working area is more than 1000 m2. This kind of
certification should be done periodically within every 7 years and could be changed.

Faculty of Engineering and Pedagogy is established in 1986 and is affiliated to Sofia Technical University. The Faculty is oriented towards a blend of humanitarian
and engineering training achieved by combining core engineering subjects, teacher training, marketing and management. Four degree courses are held at the
University. Power Engineering is among them. Tuition is provided full-time at two qualification levels: a four-and-a half year course leading to a BSc degree in
Engineering and a year-and-half course extra leading to a MSc degree in Engineering. Students with Honours are given the opportunity for parallel training in other
degree courses. Graduate, post-graduate and PhD students are admitted.

A centre for training of certificated in Building energy-efficiency diagnostic engineers is functioning in the Faculty since 2007. It is the second centre authorized for
providing such kind of training in Bulgaria.

Since November 2008 selling and renting an existing estate and since January 2009 building an estate, Belgian legislation precise, that houses and apartments for
rent, needs an EPC i.e. 'Energy Prestation Certificate'.

In addition to obtain an 'energy loss' estate or an 'energy efficient' estate in new buildings, Flemish legislation taxes inefficient energy sources (e.g. electrical heating)
very high.

This is new matter for Belgian legislation, and 'energy efficiency' should be approved by trainees by experiment in secondary school.

But in estate other energy loss with environmental impact occurs. For example take old coils from fluorescent lamps, 'wired' transformers of halogen lamps and bad
contacts in electrical wiring (even more wiring for heating systems, boiler, electrical stove,). So we can detect inefficient energy loss by a thermo camera. Trainees can 'experience' by experiment how many energy loss occurs due to false and incorrect
installation and insulation matter.

Even we can prevent in fire due to bad electrical wiring with nearly shortcut-circuit by heat loss in houses. This effect of bad contacts is even enlarged in electrical
heating wiring and contact systems.

Detection of dangerous energy loss and preventing in fire needs qualified persons or experts.

Trainees can with partners such as firemen; specialized firms, technical experts of inspection and assessments as partners, perform their educational objectives.

The evaluation and certification of the estate needs buildings and houses to be revisited, to obtain the certification. This needs require performed staff. Trainees can
develop the skills and interest in this matter.
